PR has nothing to do with the SERPs results...Its just an expression of confidence on your site by Google.

For me my list looks something like

1. Keyword Research
2. Content (keywords)
3. Articles
4. Directories
5. Article sydication
6. Link Building
7. Forums
8. Blogs
9. Press Releases
10. Social Media Marketing

What is search engine submission? And why do this?

Shouldn´t Google, Bing, Yahoo! find you anyway if your website is built properly and title tags constructed in the right manner?

I wouldn´t advise search engine submissions at all :)

also look at what your competition is doing, then just do it better. Do a google search on the keyword your trying to rank for. Click on the 10th position and use the google toolbar to find out where they are getting all their backlinks from. Copy what they did, then do more and surpass them.

Also it's easier to rank for the lower hanging fruit...

like instead of "weight loss"

it would be easier to rank for "weight loss system"

The more specific the better the conversions.
