I'm finishing up work on a paper titled "Twitter for Marketers". One of the points I bring out in the paper (and have previously on my blog) is that for businesses, the point is not to participate, the point is to listen. Occasionally, yes, participate when you have something really interesting to day. (I am of the opinion that twitter.com should not ask the question "What are you doing?" and should ask the question "What do you find interesting?")

Anyhow, while I am very (probably way too) active on twitter, about 70% of my twitter usage has nothing to do with me posting. It has everything to do with me keeping an eye on things.
