Link building comes under off-page, if there is no proper on-page optimization done on your website, there is no point to do off-page.

On-page is easy, focus on proper unique content and proper usage of keywords in them.

The title tag is certainly important, but there are a few other things you need to pay attention to also, like the meta description tag, headers, and image alt and title attributes. And of course you need good content in the first place that contains your most important keywords and phrases.

Default Just to state the obvious.....

.... presumably different engines use different algorithms? Google may use off-site (link) based stuff but Yahoo! and MSN seem to reflect the on-page stuff much more, don't they?
