According to me, the tools dropbox, textpad, aptanta and firebug are the best for web designing and maintaining backup.
You can also use Filezilla for the purpose of file transfer and Toodledo for task management.

For a beginner I really don't think you can beat Wordpress.

Most hosting plans will now have automatic Wordpress setup within the C-Panel (the hosting admin area) as standard.

With Wordpress installed, you can then start searching for the template you want to use. There are 1000's online, free and premium. Install the theme, begin entering your content, and within a very short space of time you can have a small business website up and running.

The beauty of Wordpress as a platform is the level of results you can achieve. With a little bit of knowledge it is possible to customise any theme to create a sophisticated website completely tuned to your business needs.

There are many more website designing tools available. But Dreamweaver is the best website designing tools. And also a Photoshop is also a good website designing tool.

Dreamweaver and Photoshop are my choices for tools I work with all the time. But when I'm ready to dive into development, I use this for a responsive web design:

It's not mine, I stumbled across it one day, but have used it in many websites. Kudos to Ed Robertson for building it.
