There are a ton of free template & graphic sites out there (and some not so free) but you want to be careful what you download.
For someone experienced and just looking for a husk to use, abuse and remodel they can be mighty handy. But if you don't have hand coding HTML knowledge you could end up with more than you bargained for. Things a WYSIWYG editor won't show you unless you know where to look.
Some industrious folks sneak in some code/text that you may not want hidden behind the scenes - usually something innocent such as the original coders info, sometimes not so innocent.
Another caution is that the free template may not actually be free, back in the day a problem I came across more than once were templates submitted by the owner to build an initial rep/get the word out and later the owner wanted it back (ya oh-kay) and sometimes a 3rd party (for various reasons) submitted a pay template.
The bad thing about them, at face value, they get over-used/abused.
Graphics are not always free either, so you want to ensure that they are free reign before using them on a site.
Not trying to be a downer, just a word of caution. Sometimes it is to good to be free
