Yes, that is somehow called cloaking, it is clearly stated in the google webmaster guidelines that cloaking is not allowed.

CSS will not hurt your SEO process if you do it correctly.

Well if you're using it to hide text for the purpose of stuffing keywords then sure it will hurt, but not because it's css. It woul dbe just as bad hiding the text with html attributes.

CSS used properly isn't going to hurt your seo efforts at all.

As the others have stated - hiding text will hurt you, and possibly get you banned from the search engines.

CSS will help you though because you can set it up so that the search engines read your 'more important' text before other text by using divides / floats.

You can read some about hidden text on Michael's blog. And as you can see, SE even have a form in which they want people to report this type of black hat SEO.

If you are wondering, "Will the search engines find out automatically?" then probably not. However that does not mean that your competitors will not report you once they find out. It is risky but will not always detect an automatic spam filter.

No no no, Cloaking is something totally different :9 . Cloaking is the process whereby you deliver one document to the spiders and another to the visiter. this can be done either by useragent googlebot, slurp! internet explorer etc, or by IP.

All you are achieving here is same colour text, which is of course against the T&C, and might well get your site penalised.

Yup, it's just plain invisible text, which is something people can confuse with cloaking anyway. Invisible text or hatever you call it is a blacklist flag for search engines.

Yes hidden text may be harmful for seo, because hidden content a part of black hat seo, and its apposite to search engine rule strategy.

I thing I am understanding your point of concern, do you want to ask when with help of CSS we hide certain amount of content in order to maintain consistency of page?
These practices never hurts you, this is not considered as hiding text, even I have seen Google uses such practices
