Multiple submissions to what? Are you talking about submitting a url multiple times to each search engine such as google here?

If you do thousands of submissions, then yes it is spamming, but if the quantity is reasonable, then it is OK.

If I believed multiple submission to anything would be harmful to a website or blog, what would prevent me from creating huge submission campaigns to one or more of the top ten ranked sites in an effort to usurp their positions? Think about it.

It will be harmful to your SEO in the sense that it will absorb time and energy you could be spending on SEO activities that would actually make a difference. Submitting to search engines once is a waste of time. Submitting multiple times only compounds the waste.

Other than that, though, it won't hurt. It's not harmful, just worthless.

I've encountered a similar question before. However it's more particular to submiting to multiple directories at the same time. The user also asked if doing so will get your site banned by Google.

And here's a useful response that I've stumbled upon:

Quote:
You can submit to multiple directories at the same time without being penalized by Google.

1). Most directories take a few days, to a few weeks, to sometimes a few months, to approve your submission, so they will NOT all show up at the same time.

2). As for your concern about this being seen as spam by the search engines… If this were true, you could submit your competitors’ websites to hundreds, or thousands, of crap directories on the same day and get them banned in the search engines.

Do you know how many millions of website owners would do this to each other if this was true? Do you know what a mess search engine rankings would be if anyone could do this to anybody’s website?
Bottomline, I think what matters more is the quality and not the quantity. So it's better to submit your website to 10-20 article directories with high PR and traffic than to submit it to 1000 directories with no page rank and traffic, and of course your content should be worth reading. Hope this helps!

Submission of what? If it is articles then you should at least spin it and get it passed as a unique article. But if it is URLs then just enough is good.

You should do submission in limited quantity on a particular day otherwise it is called as spamming.
