First do proper analysis of all those links whether this link is really bad links or not. Check referring domain and respective domain and page authority. Whether the links are relevant to content or not. If possible, then remove all those links manually or disallowed all those links through Google search console.

Using disavow tool to remove bad links but it will take time for the request and you can contact the website owners for the request of the removal of links.

My suggestion is first remove those bad links from the website crawlers because it effects the website traffic and leads to blocking by the Google. Later start the SEO activities with the selected keywords as soon as possible this will improve the website traffic and avoid the bad links.

Don't harry with removing the links. You should only damage by removing them all in one time. Look for the worst of them and then remove them with replacing by the links from good websites with high level of trust. For example, if they built about 100 bad links, replace about 5 links a day to ee the results.
