Some government sites not updated properly,so this has effect on site ranking.

Basically, there is no legal way to get links from Gov sites. And what it the use of those links, you will never get traffic from Gov sites.

Mine? No

It doesn't qualify as a "natural" link, but it's a way to get a link.
Maybe after some time and thought about creating some content about the program, you can get a natural link from them. Use your imagination and test your ideas.

You might contact someone who's made a playlist and see if they're willing to share any traffic data from their links.

Thank you a lot for your suggestion! I personally think that when such links are just included in the general link building profile of your site, the look pretty natural as the add the variety of link types so that you don`t have Social Media link only or something like that. Also, it`s not the same when you have just such links or just blog post. So it works pretty well, especially when you have links from the height authoritative websites.

As far as .gov goes, unless you have content about a politician, it's probably not worth the efforts of a for profit organization.

I'd focus on .edu:

alumni page for the university you attended,
start a scholarship, or
offer advise and/or help to improve neglected pages of a website

Somehow, getting involved and providing value is your best bet.
