Default SEO When Your Hands Are Tied

I'm trying to help a dear friend who is trying to better his search engine rankings.

Unfortunately, he is an insurance agent, whose contract with his insurance company (big mega-company in the U.S.) states that he must only use the mini-site provided to him by them. This is one or two measly pages, several paragraphs with tightly-controlled keyword usage. Awful. He is also not permitted to set up an external site of his own.

My question, if anyone can help, is this: Are there ANY OTHER ways to increase his search engine visibility? For example, can I improve his rank by building him a Facebook page, Google Places/Manta/etc. profiles, and the like? Or is this a lost cause? Any ideas or creative suggestions for getting around this obstacle?

Linking is certainly an area that should be explored. Blogs and press releases may require permission. Facebook business pages may be permissible. Squidoo Lens may be acceptable. You should ask him to discuss these ideas with the company if there is any doubt before proceeding.

Try taking advantage of Google +1. I've seen it make some big differences. He'd have to get friends/fans to do it for him, unless you've got a crew who can do it.

Given that there is little that he can do in relation to on page SEO he should probably focus some time on off page. One suggestion would be to write some quality articles and submit them to good article directories.

Another suggestion would be for him to participate in forums (like this) and respond to blogs in his niche.

Start by writing articles that have content. It may not be interesting to some, but you need to be truthful in what you write and at the same time,be informative.

If you want to get a little out of ranking, try doing some backlinks. Make sure to be informative because Google will only mark you as a spam. Ideally, you need to be a person who gives a conversation some facts. It's like talking to your best friend and telling him/her everything.

Try blog commenting, search for relevant category blogs offering comment post option. Do comment on those blogs and put link to your site. It will help you to have one way links,

Also you can bookmark your pages on several bookmarking sites, it will help you to increase in your link popularity,

Try to add some meta tags and page title for your pages if possible, these are something hidden from your webpage but matters a lot in your search engine ranking.

You can also submit your site link in directories this will also help you to improve your site position in search engines.

You can also help him by submitting his site to all the local listings such as Google Places, Yahoo Local, and Bing. You can also open up an account on LinkedIn, and other social media sites. He might not be allowed to play around with his website, but there's no reason why he can't network to help get his name around.
