That's a very vague question. The answer depends on what the problem is with the ad in the first place. In general:

You may need to do some additional keyword research. If you're not targeting the right terms to start with, you're never going to get the visitor volume you'd like.

If necessary, reorganize your ad groups based on your updated keyword research.

Make sure the text of the ad includes the target keywords. Test different headlines and body text to see what works the best.

If your ads simply talk about what you do or what you offer, try changing the focus to emphasize what you can do for your customers. Address one (or more) of their "pain points" and promise to fix it. Try testing different ad text to emphasize different "pain points" to see which one(s) resonate(s) best with your audience.

If your offer is weak, make it stronger. I don't care how good everything else is, if your offer is less-than-compelling, you're going to have problems.

Include a compelling call to action. If you think you already have one, try testing some others. You may find out you were wrong.

Bid more or raise your overall budget so your ad shows up more often and higher in the results.

Improve your landing page to improve your overall quality score. That can reduce the amount of money it takes to get your ad in the top spots.
