any one know is it possible to develop the web site without programming language.

But get ready... It's easier to learn html than use some of the CMS out there. See if someone can set up a Wordpress site for you and show you how to make changes.

Yes indeed there are many services like www.webs.com, www.hpage.com, wix.com etc.who offer creating websites with out having any technical skills in programming languages.
As craigbass76 said it's good to learn basic elements in your desired software.

If you are in to blogging then preffer wordpress.org, in my view its the pest blogging CMS in the world.

+1 for WordPress if your aim is to get professional results with pretty minimal programming knowledge. You'll need to learn very basic server and database setup but it is something that's been covered ad-nauseam online that you can find with a google search. If you do wish to customize more deeply, you have a vast pool of plugins to draw on and you can also write your own if you are up to learning more advanced programming.

In addition to CMS, there are many different programs you can use to create and redavtirovat site, they have the ability to create and simple sites and online shops (website X5 , Web Page Maker , Xara ...).

That's all good advice. There is really no need to learn a programming language to setup a nice basic site on your own. But don't fool yourself - it will take time to learn a CMS like WordPress or even a website builder like Intuit Website, Weebly, etc. They can allow you to setup a simple website without too much trouble.

Is this site a blog? E-Commerce? Or something on the custom end, meaning no CMS will really cover it?

My thinking is you can get away with using CMS builders for blogs. E-commerce I think really depends on what you're selling but in most cases CMS would likely work. But once you get into web/business ventures that include things that are on a fringe to what's offered in a box you have a choice.

1) Learn one CMS whole-heartedly to build those fringe tools/services and be a guru in that.

2) Learn a programming language where you benefit from building any type of site you can imagine. Most people will ignore this option because it takes too much time. And it does. But most likely if you're doing something complex in a CMS, the learning walls you run into will be the same you run into with via the straight programming language route anyway.

Just my 2 cents.

Having said all that the popular choice is Wordpress.

There are some free 'web builder' sites that does this. For example check out weebly.com or wix
